Style - User defined state : How to use?

I would like to know how to use this function.  I cant find much instruction on it.  All the other selections for Style do their thing but when I select the "Activate Display Style" I get the error message about no common user-defined state found.  I'm not even sure this function will do anything I need but I'd like to figure out how to use it.
