How do I (?) - Use Excel Data for Geometry

This is one of those "how would you..." questions so there is no right answer.

I have a fixed data range... a 4x78 x-y matrix.

The data is a CSV or XLS file properly formatted in the 4x78 matrix.

I want to bring this data into Creo to drive geometry.

How would you do this?

...and as a bonus, I want to flip-flop the features color; black/white or solid/quilt.
