    Message appears when not connected to the internet. You can set the PTC browser to open locally.

    Config.pro option "web_browser_homepage" to eliminate the script error message.

    The config pro setting you are looking for is:
    display_ie8_warning_dialog


    Below is my favorite related config pro setting since I'm big Mozilla fan:
    windows_browser_type mozilla_based_browser
    It changes the browser used inside pro/e to Firefox/Mozilla

    web_enable_javascript
    web_browser_homepage
