Whoever was responsible for that change, most likely was given some
requirement to make the UI, bluntly obvious. Never mind how many extra steps
it involved.

I do agree that nested drop downs are disease that shouldn't be inflected on
any UI.

The problem is, they are one of the easiest UI elements that a programmer
can create.
