Creo Parametric Version: 9.0.2.0
I am trying to map a Creo Attribute to Windchill's CAD Document Uses Link. I've followed these steps:
After these steps I exptected to see the the defined value (0000010028) in the Structure tab on the assembly on the TEILENUMMER attribute. However, it is empty.

I think your issue is that in Creo you are looking at the "Part" parameters instead of the "Component" (or instance-level) parameters.
To my understanding, the "Uses" link is based on the component instance of the component.
"Part Parameters" are shared across all instances of a model, where as "Component Parameters" can be unique per individual instance of a model.
^ My screenshot here doesn't show it, but the "Designate" checkbox will need to be checked here just like it would for Part-level parameters.
You can show the "component parameter" in the model tree using "Feat Params"
