Purchased Product Activation Kepware

Good afternoon. Our organization has a license key for the kepware linkmaster product. But we can't activate it. 
When uploading a file, it writes such an error as in the screenshot

What should be done in this case? Can't activate this product?

Greetings,

Once the software license ID is attached to the Hardware key it can not be reverted back to the Software license. You need to contact our sales team for the new license ID (Sales@kepware.com)

our key is new, it has never been used (never activated). On your site in the license section, it says 0 active activations
