kepware online license failing, offline works

We have 2 kepware servers that needed online licensing. I was able to do online licensing for one of the servers but the other one failed with the error shown in the image below. I then did the offline licensing with success on this server, however, I need it to be online. I verified the server has internet and the credentials are correct. Can anyone help as to why one of our servers is rejecting the online setup?
