Creo 5.0 HSM Rough

Having issues with HSM Rough, Parameters are set up for Rough Only, Constant Load, Step Over .03 , Max Step Depth .625

Issue with this is it still wants to do a full retract when the tool path starts to work in corners. Instead of doing a small tool lift.

Any suggestions or solution's would be appreciated.

I am using 5020 and cannot find this option in my parameters.
