Found a "solution" about a windows update giving this an issue. Ran through it and still the same thing. Only for 1 user on 1 device. Attempts with multiple accounts, all successful except the 1.
My mistake if worded wrong, The "Solution" didn't work and still having the same issue. I was giving more context into the situation.
