When I rotate a coloured image using the functions in Mathcad Prime recalling the image turns out to be in gray scale. How to make Mathcad prime call the rotated image in its original form?

You've got the wrong order of colours for assembling the rotated picture. The order should be RGB, you've got RBG.

Your augment should be:

Consider defining, for rotation of colour pictures:

It appears that you must rotate the red, green and blue segments individually:

Here's rotation of a 4 x 4 pixel colour image over 23 degrees:

The resulting image is 4 by 6 pixels, but colourful.
