Can you please give more details on what you want to do? What kind of file do you have and what kind of result do you expect? Also since you posted this in the Mfg Solutions & Apps folder, I want to confirm if this is related to one of these extensions (if not, we can move it to the Thingworx folder).
You may be interested in File Repositories which is a Thingworx Platform feature or the File Upload widget. After this you should be able to apply your parsing logic to the file. This could get you started.
