Creo Build M070 won't run at all

Every time I double-click on the icon to open it, the mouse changes to the timer for half a second and stops. It simply will not run. I've tried executing the run command in CMD, and tried every option listed in the 'run in compatibility mode' section.

Does anyone have any solutions?
