Creo University Student 9.0 Installation Help

I have downloaded the zip files, extracted them into my C: drive, attempted to run the "setup.exe" as an administrator, I have also tried running the "install_license_server_exe." as admin, and regardless of what I do I get a popup saying, "Do you want to allow this app to make changes?", I click yes, I get a little blue loading circle above my cursor for a few seconds, and then nothing happens. I have deleted/redownloaded the files directly from the website multiple times. I have tried disabling my firewall, antivirus, running it as administrator, ran the msconfig command and rebooted, updated my drivers and system. I do not know what to do and genuinely need some help. 
I am on a Lenovo intel i7 Thinkbook, 64 bit, Windows 11 Pro on a NVIDIA T600 Laptop gpu. Thank you in advance!

So what ended up fixing it:

Solution for Creo Installation Issue on Windows 11 Pro

After troubleshooting various approaches, I found the following steps resolved the installation problem for Creo Parametric 9.0 on my Lenovo ThinkPad running Windows 11 Pro:

  1. End Non-Essential Tasks in Task Manager: Before running the installer, open Task Manager and end any non-essential background tasks to free up system resources and prevent potential conflicts.

  2. Disable Non-Essential Startup Programs: Temporarily disable any non-critical startup programs. This helps reduce system load and potential conflicts during installation.

  3. Run Installer as Administrator: Right-click the installer (setup.exe) and choose "Run as administrator" to ensure the installer has the necessary permissions.

Following these steps, the installation completed successfully without further issues.
