Pro/Program Privileges

Student has Creo Parametric 8.0.  When trying to get into Pro/Program, the student gets, "You do not have the proper access privileges to perform this function."   I found this article.  https://www.ptc.com/en/support/article/CS28921

But why can't this student get into this function?   I know students have done so in the past.
