Problem with holes and checkmark

I am using Creo 2.0 Parametric for building an FTC robot. I have already designed a wheel but when I put in the center axle hole the check mark is grey and won't let me apply the changes. Any suggestions?

When placing a hole at the center of another round object, I like to reference the axis of the existing round object and the plane where the hole starts. Define depth as needed and you should be good-to-go.

Make sure the hoe is properly constrained-- ie, you have the location properly fixed and there aren't any of the green handles floating around.
