Ptc creo 3.0 not running

Hi,
I have installed ptc creo 3.0 but after installation the programmes doesn't run at all. Can anyone solve this problem

download https://support.ptc.com/images/cs/articles/2017/06/1497624418CabD/CS258965_WA_files.zip
unzip file
get parametric.exe file and put it into Parametric\bin directory (replace original file)

this process is not working, The problem is not only parametric but every
program of the creo is not running

To install Creo 4.0 try following
