Creo 3.0 , can't edit if object is at a "released" state

In creo 2.0 objects could be edited without check out even when config is set to "dm_checkout_on_the_fly" is set to "continue" waiting for tech support to get back to me, creo 3.0 M020, WC 10.1 M040

This function does work in Creo 3.0 M020. "dm_checkout_on_fly" set to
"continue." I was able to change a dimension on a file that has a state of
"Released" and modify it locally. It shows "+" in my workspace.
