Creo Parametric 10 Default Templates inch to mm

I am using Creo Parametric Release 10.0 and Datecode10.0.0.0

Greetings,
In Creo 10 I cannot permanently initialize the units mmns option that comes default as inch. Even though I save the changes and files, when the software is reopened, it continues to work with the old settings.
I have tried all template methods, but even though the light on the right side is green, it goes back to the old settings after saving.
I can't save to some windows where I want to save the settings and I can't make changes to the original config.pro file.
I would appreciate your support.

There is no error message, just working same settings
