Are you an administrator? There is a ModelCheck setting that will block normal users from being able to modify the files.

Was ModelCHECK installed with Creo Parametric? Look for <Creo Load Point>\Common Files\modchk.
Yes, that folder is present.
Under that modchk folder look for a config folder. In there you should see a config_init.mc file. Open that file in Notepad and look for MC_AUTHORIZATION_FILE. If it is set to Y, then the person who setup your Creo has block access to changes from inside Creo. The line would look like this: MC_AUTHORIZATION_FILE YN Y.
ModelCheck files are all text files. I would not modify them on your workstation unless you clear it with your system administrator. Also, there can be an environment variable set so Creo is not looking at your local ModelCheck configuration files but a network location so that all users are using the same set of check rules. Your local install may have the MC_AUTHORIZATION_FILE set to N, but the network files maybe set to Y.

Environment option to configure ModelCHECK settings is in Creo Parametric Options window. Is it not there as in below image in your installed Creo?
