When opening a second model, the new window opens behind the original window.

I tested my Creo Parametric 7.0.9.0 ... I cannot reproduce your problem.
option 1.] create new Windows user, login as this user and test Creo Parametric 7.0.8.0
option 2.] install Creo Parametric 7.0.9.0

No, there is no intended change regarding this unintended behavior from Creo Parametric 7.0.8.0 to 7.0.9.0.
And what should that be good for?
But well, assuming a new user and/or installation ships with default values that fix the problem, let us consider this behavior to be by design.
And let us exclude any customized application being involved/active of course.
So, some short tests prior any new-user and re-installation action:
1.
Check under Tools >Utilities >Auxiliary Applications whether any customized tool is visible and running. If yes, stop all prior any further tests.
Note: This method is NOT sufficient to stop hidden applications which are assumed to be causing the issue.

Please check and set default config setting activate_window_automatically yes
If the setting has now changed, then you will experience some intended difference. But how about the new-window-to-background at your end?

If applicable please check and try
File > Open > select model from File Open dialog
vs
Model in workspace > Actions > Open in Creo
Is there any difference?
4.
If applicable, in case of a drawing, set default config to open a drawing:
open_draw_simp_rep_by_default no

Thanks for your feedback.
I can answer most of your questions in the negative.
No auxiliary applications,
activate_window_automatically is not set. Defaults to yes.
No difference between File > Open and Workspace Open.
It's not a drawing.
What's worse is that it does not happen all the time.
