Windchill SIM S1000D 10.2, Creo illustrate 3.1, C3di figure to Vector PDF Publishing

I'm having trouble publishing Vector pdf from a figure authored in creo illustrate as c3di file. Inservice is publishing the 3D IPD but the arbortext publishing engine publishes pdf only with the screen captured raster figure and not as vector illustration.
I'm using Windchill 10.2 M032 CPS10. with SIM for S1000D 10.2, and Service Parts also 10.2
SIM S1000D & PE has no vector publishing from c3di file?
