Can I use any License group to use Rest APIs?

As Windchill has many license groups used while user creation such as, Attribute Administrator, Type Administrator, PTC Author license, Business Report Author and so on as shown in image.

Can I use all the license groups from the below list to use Windchill Rest APIs using Swagger UI or through Windchill Rest services documentation?

Which are the valid License groups to use Rest APIs?

Can all the license group access the customization tab from Windchill Web-application (Browse -> Customization)?
