Cannot create a redline

I am using Windchill PDMLink Release 13.1 and Datecode with CPS 13.1.2.2

ECN产生的对象有内容时就没办法创建红线，移除产生的对象后可以创建

Here are the errors that I faced
无法完成此操作，产生的对象已存在于更改任务

The existence of at least one resulting object on the change task will prevent the creation of new redline. Please refer WHC
