Checking In of "Out-of-date" files

I want to change the settings to "FALSE" I don't want users to be able to check-in files that are out-of-date. I assume it would be configured under "Roles" but I do not see it?

Can anyone point me to where to change this?

That should be set by the Object Action "Forced Check-In to same branch" in Roles.

Oh, it is kind of hidden in the Pro/I help but if you search for "Object and Folder Actions" you can find the full role action table.
