Edit Change Notice Description after it is created

Is it possible to edit a Change Notice Description after it is created? Is there a setting or preference that I am unaware of that allows for this?

 

Picture shows my created Change Notice with nothing entered in the Description. If I Edit the Change Notice there is no way to edit the Description. The fact that I did not initially enter a Description is not causing this.

Make sure the Description attribute is shown in the Edit layout:
