Seems you are missing on the Info*Engine and Windchill REST services CDs. You can download the required CDs from the software downloads page. IF already downloaded, then make sure the downloaded zips are extracted in the staging folder. The staging path is the location where you have downloaded and extracted ALL the CDs.
