Hide custom and OOTB action on particular LC State

Hello All,

I have a requirement where i need to hide custom and OOTB actions on change objects under particular life cycle state. I know how to achieve through customization and want to know whether it can be achieved through configuration? Please share your insights.

Other than hiding few Actions using lifecycle template administration, i don't think it can be achieved using configuration.
