How to prevent the user to Upload data from Windchill Workspace to Commonspace

I am using Windchill PDMLink Release 12.0 and Datecode with CPS 12.0.2.0

Is the Article CS380130 How to disable the upload action in workspace still working with WNC 12-13.1

Does this mean by saving from creo to the workspace, the object will not uploaded and the message Upload failed appears?

(dm_upload automatic) is set in config.sup

or is the checkin forbidden, not possible?

 

example:

33 has been saved.
Upload started.
Upload failed: 33.prt. See the Event Management console for details.
