Is there a relationship between plants and departments in bom transformation?

Version: Windchill 13.0

Use Case: I'm trying to use pdmlink's family mpmlink. It is said that department data is used to store information about attributes related to the various functions of the plant, but in creating downstream, only the plant is created and no department is created.

Iam sure you have to assign the departments to the plant where you want to use it.

Even if you create a department, there are no departments created in the tab. I've added Design, Manufacturing, to the List of Plant-Specific Views.

This is an administrator account. PTC Manufacturing License is included.
