You can add attributes to the CAD Model, or the WTPart, or both. You'll want to consider who will fill in the attribute and when.

One possible method would be having the attribute on the CAD Model and the WTPart:

• You would add the parameters in Creo (assuming you are using Creo), and make sure they are set to Designated. You may want to update your Creo templates with this, so that it's consistent for all new designs. Here's a starting point: https://www.ptc.com/en/support/article/CS23615?source=search
• When the Creo model is checked in, it can "build" the WTPart. This will update the corresponding attribute on the WTPart with the value from the Creo model. 
• Downside here is that to update the value on the WTPart, it's best to do it from the Creo model to keep them in sync. Otherwise, a future check out / check in of the Creo model may "build" the WTPart again with the old value.

Another possible method is to only add the attribute on the WTPart:

• Benefits here are that the WTPart can be updated directly without having to involve a Creo model.
• It may be more complicated to require that these attributes are filled out
