Method Server will start only when system is connected to particular IP address

Hello All 

When system connected to particular IP address only then Method server will start, Otherwise Server manager will hang .

how to resolve this issue ?

Even with out connecting the internet i am not able to start the windchill , 

Any suggestions to solve the issue ?
