Need Help to Convert a Prediction Parts Library file from Version 10.1 to 11.1

I recently upgrade Windchill Risk & Reliability from version 10.1 to 11.1.  I was able to covert all my projects to the new version using the Conversion Wizard, but it did not covert the files from the "CommonLibrary", particularly the Prediction Parts Library file (Prediction Parts Library.rlb).  How can I convert the file to version 11.1 so I can use it?
