New Document Issue

I have a library that is acting weird when trying to create a new document. If I am an admin, I can add any type of document. If I am an user, it will default to a document soft type and not allow me to choose. I checked and there were not permissions to wtDocument for the Lifecycle of a normal document, so I added them. But the user still cannot choose anything other than the soft type.

What else am I missing?

We are on WC 10.1 m040.

UGH. I thought that it had something to do with my ACLs. I was missing create on my Design state for wtDocuments.

They started blending all together and I saw the other Creates but missed that just Create wasn't in the list.
