New Part Request lacks submit option...or does it?

I noticed when testing that the New Part Request process lacks a submit feature similar to change objects. Is that something that can be added? It would be difficult to know if the creator was totally done which is why the change objects have that question if you want to submit or not. Looks like the workflow is keying off of a state change (isInInitialPhase) check to pass by the submit task. Would this be something that would have to be added to creation wizard?  This would avoid always having to complete the "Prepare Part Request" task every time if they were done.
