Switch off checkout and checkin dialogbox for wtdocument within Windchill preference manager instead of Desktop Integration

Customer don't want the checkin/checkout dialogbox when he open a wtdoc document.

Current solution is: set Preference within the DesktopIntegration (DI) configuration.

Most of his users don't use the DI, so they are not able to switch off this behavior.

Suggestion to PTC: implement this setting within Windchill preference Manager.
