I was following the steps that the PTC recommended:
-> First, start Directory Server;
-> Second, start the Apache services;
-> Third, start the Windchill services;
---- Attachment 1.
After start the Windchill server and check the logs file, I come across the following message:

To solve this problem I followed these recommended steps:

For the first solution:
I inserted the last line on the file whit machine's IP and your host name.
---- Attachment 3.
For secondary solution:
I don't know how do follow the steps. Because I don't found the files.
For the third solution:
I did't nothing. Because the size of the database increases as needed, according to PTC.
For four solutions:
I disabled all firewall services to make sure the firewall was not blocking anything.

Finally, none this steps resolved my problems.

I added the wrong Host address in the file.
So I added the right host:
https://<local>
<local>.com
