As per this thread - new question:

@tmccombie would it be possible to make view access on newly published procedures a configuration choice by an organization? We typically allow all users to see Released data. It would be easier to change for the exception of restricting access. Possibly another choice could be whoever has access to that folder would have access to the procedure when published.

This is not available today, but we are actively working on improvements to how published procedures are distributed.
