Align Windchill ADU license reset to server timezone (currently hardcoded to GMT)

Problem:
Windchill ADU licenses reset at 00:00 GMT. For customers outside GMT, this reset lands inside the local working day. Melbourne customer (GMT+10/+11) experiences the reset at 10-11 AM local, users arriving at 8-9 AM cannot log in when the pool is exhausted and must wait 1-2 hours.

Proposed Solution:
Define the ADU 24-hour window using the connected Windchill server's timezone, not GMT.

Why:
The PTC PLM Licensing Basis document (Oct 2024) already defines Windchill Platform Structures ADU, ThingWorx Navigate ADU, and Daily Login basis as using the connected server's timezone. The product behavior should match the contractual definition.
