How to add "history" pull down to menu picks

I am trying to figure out how to allow the general users access to the the history of a CAD document when they are on the summary page (view information). The product manager role has this(see attached image). I tried granting "ADMINISTRATIVE" permissions for the EPMDocument for the principal and that did not work.
