    Based on the time frame of the users computer or EST (EDT)?

    I would hope it's based on the users time zone setting for the community and not the local computer they happen to be viewing from...

    No, use a common time. Using the community setting per user could still show a reply being posted before the original topic.

    Please use a common time stamping: EST(EDT) or UTC, but not the user's computer as that could show replies being posted before the original post.

    I don't think that this could happen as the time stamp from the original post is also transformed to the users time zone. Its just a display thing.
    Unfortunately the time setting of the users operating system is not respected - I still see AM and PM instead of the preferred 24 hour time 😞

    Default or user time zone setting. I recently changed mine to relative instead of absolute on production. 

    To clarify, the purpose of the change is NOT the date / time display. This will remain as before. 

    The change is to move the thread menu (3 vertical dots) to the right of the date.

    I realize the screenshots, taken on 2 different servers where my personal settings are different, may have mislead you. They seem to point at a date display. Not at all. 

    Here is the change I want to show about the thread menu placement.
