is there a way to show driving dimensions which "origin" extension lines get clipped by x-sections?

It seems that this configuration is not an option in 8.0.6.0 (?)

Do you know, or anyone else here, if there is a way to show driving dimensions which "origin" extension lines get clipped by x-sections?

You simply may be looking in the wrong place. Show_clipped_annotations is a model detail option, not Creo configuration (config.pro) option. When you open the model, go to File > Prepare > Model Properties and click change for Detail Options (at the very end of the properties window). There you'll find show_clipped_annotation option.
