The licence.conf is a text file.
Change in the file Explorer licence.txt with rename in licence.conf and ignore the warning.

I use Creo with a license server. This license server reads license.conf as the one with the license info. What i get from PTC are LM_xxxxx text files in the mail with information in it.. Renaming the files will not solve this as the content of the license.conf i need is very different than the information in the LM_xxxx files i get in the mail from PTC.

May I ask which "Creo" cad program you are using?
If it is Creo x or another Creo Parametric related, then you are here in the wrong forum.
