How do I set selected and hover styles for list items without using style theme in Thingworx 8.5.2

These should be exposed as individual aspects of the widget in the property list I think

I tried css but it is not reflecting in runtime.

Did you check the Widget properties? I believe they should have these as properties.

CSS should work, if that is the route you are trying you may have to make sure you are addressing the correct element and use !important
