How to change the out-of-the-box 404-Entity Not found message?

has this been implemented actually ? I tried it out but its not working .
Even i tried by removing the 404 handling code from web.xml still its showing status message . Is it actually dependent on entry in web.xml ?

I have tried using https://community.ptc.com/t5/ThingWorx-Developers/Is-there-a-way-to-change-the-out-of-the-box-404-Entity-Not-found/m-p/616888, but it not working.
