Creo Parametric 7.0.8.0 (student edition) 0x06000012 error code

I would like to ask for your help, because even the 3rd reinstall didn't help me, and when I start PTC Creo 7.0.8.0 as an administrator at the first startup, this error message appears (0x06000012). Is says that the Quality Agent is required to run the program.Unfortunately, I don't know the solution, because when I want to start the qualityagent_64, I can't even download it because it says that I want to download an old 7.0 program (A newer version of Diagnostic Tools is already installed on this machine. The version that you are trying to install is out of date nd will, not be installed!) . Unfortunately, I can't get by with this program, even though I need it for my university studies. If you could possibly help me, I would be very grateful.
