PDMLink 10 M010 Resource Bundle Error

We just installed PDMLink 10 M010 and when an Org Admin tries to navigate to the Utilities page, we get an error that the resource for bundle com.ptc.netmarkets.object.ObjectResource, key=240 cannot be found. I looked in the ObjectResource.java file, and that entry is indeed not there. Just wondering if I hosed the installation, and did PTC change from rbinfo files to java?
