Regarding privilege / access required to execute "Import from Spreadsheet"

I see that to execute the utility "Import from Spreadsheet" at Product context, one needs to be atleast Product Manager or above (Org or Site Admin). The logic quite neat and appreciated.

But when it comes to a situation where for whatever business reason that bunch of parts are getting created and the BOM is continuously getting modified on daily basis, then it would be useful if a group of limited users are given the privilege to run this utility.

Any idea on how to grant the privilege to run this utility rather than including them in Product Manager or as Org or Site admin (which would also fetch them other powerful capabilities) ??
