After fixing a BOM region using Fix Index it's still populating in empty f/n areas

Hi there, using Creo Parametric 8.0.4.0… I am fixing a BOMs region by using the Fix Index in the Repeat Region command. It is saying the region is successfully fixed, but when I go to my .asm and place a new component in the assembly (bottom of the model tree) it is taking up one of the already empty f/n slots. My .asm is at rev C with many empty f/n slots before and after the slot it wants to keep populating. I have 157 f/n’s.
