AFX unable to create new relations

1. If I create any relations in AFX config file those relations will not be visible if I create the structure using assembly framework. 

2. Every model has over all size ( Length x breath x  height ) that we can look by using the option File - Prepare - ModelCheck Interactive. How can we bring it to model parameter.

I am not entirely sure, what you want to achieve. 

 

So you are trying to get the overall dimensions of profiles to a parameter? If you work with the Framework application inside of Creo Assemblies then the overall dimensions should always be there by default. 

You can customize the paramter by changing the param_relations.txt files inside of the parts/profiles/steel_beams_mm folder if you want to. There is also a chapter on how to do this in the help center:
