An imported TIFF file is over the 2D entities

I am using Creo Parametric Release 9.0 and Datecode9.0.11.0
When I import a tiff image in my DRW the created dimensions, notes, and symbols appear above the image, while sketch entities appear below, so I have to increase the image's transparency to manage them.
I there a command for put under the image?

    I explain my problem with a screenshot.

    I import in my DRW a TIFF image and add various 2D entity (lines, notes, quotes, symbols, ecc.).

    All entities are visible over the TIFF but only the lines are under it.

    If I modify the transparency level of the image can I see they.

    When I export my DRW in PDF is all ok.

    A partial solution, but only if the TIFF is of good quality, is to set the transparency color to the background of the TIFF in such a way as to remove at least that.
